The town clerk is the liaison between the governing board and the citizens of the town. The clerk is the official custodian of all public records including ordinances, resolutions, proclamations, contracts, agreements and minute books. The clerk is responsible for the execution of legal documents by affixing the proper signature of Town Officials, the Town Seal and attesting to their compliance with general statutes and local ordinances. The clerk attends Board of Commissioner meetings and associated committee meetings, records and transcribes all minutes of these meetings, processes all ordinances, resolutions and other actions of the Board; coordinates agenda preparation, publication and distribution. The clerk’s office is responsible for keeping the public notified of all meetings of public bodies either elected or appointed and for insuring the open meetings rules are adhered to.  The clerk’s office has been described as the “hub of the wheel” that keeps town government running smoothly.

Town Clerk Staff

Sylvia Raynor was appointed Town Clerk in July of 2002. Prior to this appointment she served seventeen years as Human Resources and Payroll Clerk for the Town of Burgaw.

Sheryl Swinson was appointed Deputy Clerk in June of 2003. Ms. Swinson also serves as the Personnel Technician for the Town of Burgaw.
